what are normal temps? i5 7600k

I just installed a new deep cool cpu air cooler here is the link https://www.newegg.com/Product/Product.aspx?Item=N82E16835856005&ignorebbr=1 what are the normal temps at stock speeds and normal temps overclocked? my cpu is a i5 7600k and a msi z270-a pro motherboard. my temps now being overclocked are 43 to 45c idle.....and around 50 to 75c load. also the temps seem to be fluctuating to. and I'm using arctic silver thermal paste.

Your load temperatures are good, but I think normal idle temperatures should be more like 10-15c. over ambient.

Is the cooler getting sufficient fresh air?

Normal.
If you are using speedstep, the cpu will lower the multiplier when there is less to do.

Leave it.
Speedstep is good; it lowers your vcore when there is little to do.
It takes very little time to ramp up the speed when needed. Even less, I think with Z270 and windows 10.
