Hello, can it cause like PC freezes and stutters not well seated heatsink ?

Yes. A not properly seated CPU cooler can cause those issues.

thats my only guess left now because after i replaced mobo, i have some freezes and low fps in games, so i have tried everything, i did twice clean install windows, drivers and everuything, but i dont have thermal paste , so i cant take CPU out and put back in..
