What are the quietest 120mm static pressure fans?

I have been making a list of water cooling parts to buy and have hit a road block when it comes to fans. I am really picky when it comes to noise, I would quickly sacrifice 10C of heat for 10db of noise. I am going water cooling for quiet computing, not so much overclocking (Also the enthusiast aspect).

Currently (In my air cooling setup), I have three 120mm Corsair High Airflow fans running at 450 rpm, which is plenty silent but won't keep my gpu cool while gaming. Everything I have seen points to gentle Typhoons as radiator fans. I have been interested in the 1150 rpm models and undervolting them. However, I can't seem to find these fans many places, I found them on amazon for $19 and cooler guys for $20. Where is the cheapest place to buy these that you know of?

I am currently leaning towards gentle typhoons, but I am up for suggestions. They must be $20 or under, lower is better, and any bearing except sleeve is fine (I will mount both horizontally and vertically). Static pressure is important as these will be going on radiators. However, sound is the most important aspect, sound before performance since I won't be overclocking too much with my water cooled build. Finally, I like my fans to look decent, so I have ruled out some of the Noctua fans. Thanks for the help, sorry I am so picky, I don't want to have to buy fans for a while.

BTW, I will most likely be running a push or pull configiration, as push/pull takes up too much space and requires many expensive fans. Also, I can move this to another category if it is in the wrong one.
 
The gentle typhoons and ek vardar are both pretty popular for radiators. Both are a bit tricky to find as not everywhere carries them. Most decent fans are going to run around the $18-20 mark, whether noctua, vardar, gentle typhoon (which can go higher some places), even corsair's sp series with hydraulic bearings run around the same. If going with corsair, pay attention to which fan it is. The standard black fans with colored ring and no led's use the hydraulic bearings. They also have sp120 models with a color indication for the led color and to my knowledge all the led sp120's are sleeve bearing fans.
