What Are These on VGA Cables??

Hi Guys!What are these 'drums' on VGA cables that I've marked with RED arrows? Do they have an effect on the output/input of VGA signals?

I have two types. One cable has smaller 'drum's than the other. The cable with the larger ones work with the monitor/TV. The smaller ones don't give a signal to the TV VGA input while there's ghosting on the LCD monitor.

So, does this mean that the cables have different specifications?

perhaps one cable is lower quality then the other. a non shielded cable could potentially show issues but i've never seen ghosting on one and no ghosting on the other myself.
