In this specific videos they appear on top of the characters head, in other games i usually see them around a characters body when i move too fast.

I have a 3060ti, i7-7700K CPU, 64gb ram, 2560X2040 240hz monitor. all settings are high in this specific game

Where did you source the installer for the games? Which games are we talking about here, apart from Mafia?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

If you're working on a Windows OS environment, you can use DDU to remove all GPU drivers from your platform, then manually reinstall with the latest driver sourced off of Nvidia's support site, in elevated command, i.e, Right click installer>Run as Administrator.
