Just as the title suggests, I am looking for a build to get 144 FPS (pretty much locked/stable) at a high-max settings at 1080p.
I’ve looked around and seen people recommending 2080s and 2080Tis and other 1080/1080Ti cards. I think those might be overkill for my use.
Without overclocking, what is the best possible combination of parts I could use to receive the closest thing to 144FPS at 1080p?
If you need a specific game I am looking to achieve this at, it is the upcoming The Division 2. However, I would also like it to work well in other games.

I am unsure what CPU/GPU will do best.
I was thinking maybe 2070/9700k but even then, it’s still quite pricey and I’m not sure if it’d push what I’m looking for, so I am open to other options.
