I honestly don't get why everyone must "MAX OUT" every game, I think it's just bizarre. And it's even dumber when they don't have the budget to get a GPU with such capabilities.
No, the eye doesn't see a framerate... it doesn't work like that. Check out the link bystander put on the first page. The jist of it is that when it comes to seeing light, we can see something like a flash at 1/500th of a second (500fps). But if it comes to seeing dark (say between frames) we might not see it even at 75 fps. On the other hand, if you're in a room light only by fluorescent lighting, you can sometimes tell the light is "blinking" yet everything appears ok. Ever notice that?

and a phenom ii x4 840 3.2 ghz .. for 100
am getting the best budget gaming build what ya think ?
My 5770/5750 handles the game with very few problems maxed out in 1080p. There is an hiccup now and then but from what I have read it runs better on Nvidia cards.
The Acer G245HQ IS NOT A 120hz 3D VISION COMPATABLE DISPLAY, although it looks identical to the Acer GD245HQ it lacks the dual link DVI input and 120hz capability.

What happened to "MAXING OUT CRYSIS 2 DX11 SETTING ULTRA EXTREME AT 100FPS"?
OT: Not a great deal seeing how you can get an EVGA for the same or less. EVGA>PNY
with a single card you most have a gtx 590 to maxout the game dx11 full HD ultra settings @50 FPS other than that it can't be, even the gtx 580 can't do it, and thats too expensive for me honestly .. so i chosen to buy gtx 460 which the best for my budget with the phenom ii x4 840 and the acer G245HQ and play crysis 2 dx9 ultra settings

You should look at reviews before saying even a 580 can't do it. A 570 is enough.
the gtx 460 PNY edition that i found has a lifetime warranty and 5 free movies and a 3 months free premium ESEA servers subscription !! for $130 so..whats up

I have no idea what an ESEA server is or what value 5 movies has to you, but 130 is a good price for a 460. There's nothing wrong with PNY, they have millions of satisfied customers, EVGA just has a superior reputation for service and support. There is no performance difference between the 2 manufacturers reference cards and chances are you will never have to deal with returning the card.
If that says what I think it says (the spelling and grammar is terrible ) then I guess that would be me.
pwned.
OT: Just buy whatever you think will work out for you, I think this forum is a bit tired of seeing this, and also seeing you change your mind every 5 post.
As for that CPU, if you pay $20 more you can get a Phenom II X4 955 @ 3.2.
Keep in mind, that benchmarks aren't always a perfect representation of the games performance, as it does change from one location to the next. I have no doubt that a 580 can have great FPS most the time, but I'm also sure the FPS will dip to the 30's and maybe in the 20's in a few areas that are a bit more intensive. With two 470's (much faster than a 580), the min FPS do drop into the low 30's at times.
