What causes fps drops in my situation?

Hello,
i am having a problem with rust/pubg... like any other game with a lot of people in a bigger group like 20-30 of people.
It causes Fps drops from 150 to 35+-.
My question is, which part of my pc is slowing this?

CPU- ryzen 5 1600 @3.9Ghz
GPU- GTX 1070TI aero
RAM- 8GB 3000Mhz

If other games run good, then it's just a bad game optimization. New games do that while in alpha. For pubg, i assume they should had fixed it already
Edit: Do the trick and move your pagefile to a separate drive, ideally to SSD. Tweak between system managed and custom, preferably start at 1x of your ram (8000) and max at 2x of ram (16000). It may help a bit

Gpu: gtx 1070ti
SSD: hyperx fury 120gb
HDD: seagate barracuda 2TB

cpu load is about 35% and gpu load is about 30%. Ram is at 70%

Same problem here, changed from amd fx 8370e to i5 7600k configuration, same fps drop to almost 30-35. Guess what we have in common= ssd hyperx fury 120gb. The game is intalled on this
