What Causes My FPS Drops?

I play rocket league, only when I use my xbox 1 controller do i get frequent fps drops. I unplug it and run the game perfectly. Could this be my mobo not running properly and losing connection to the controller? Is it a power Supply issue?

I run a GTX 970

AMD 8350 Processor

asus m5a97 motherboard 2.0

Corsair CX 600 or 650 W

Seagate 1TB HDD

I Have no idea what the issue is.
Any help is appreciated.

I would recommend doing that then. If your computer doesn't lag with a different game then it is obviously just the game. I would say try reinstalling it
My controller driver is up to date. As of today, there is a graphics driver available, but this issue has been happening for multiple graphic driver updates, I doubt this would be the one to fix it. My headset will sometimes stop working for a few seconds, could this be related to the issue.

I noticed the issue occur mid game play. It was running fine and then it dropped fps once and I knew the issue was going to happen. I had the issue before almost a year ago and I stopped playing for months, that fixed my issue.
 
Prior to my fresh install of windows, I played witcher 3 nearly maxed out with no lag while I used the controller. I have no others games to test with as of now. I live in a rural area and downloading would use alot of my small amount of bandwidth. I would have to wait till Monday and download a game onto a USB.
