Solution
To do any real change to your CPU you need a full upgrade. The best CPU you can do is an i7-7700 and that runs $300 by itself. To upgrade everything within a $500 budget isn't possible. However, we can get your a better GPU and PSU.

The 660W version of this PSU runs only $20 extra, but at 560W it is plenty for a 2060 & i5-6400.

The price i max will give for gpu and cpu is both max 400-500$ the whole pc is max 1600$

here's what i would do.
I would do the same thing the guy above would, but i would also upgrade ram to 16gb.Make sure to get the same kit as you already have. Also it says that the best cpu for this mobo is 7700k which can be overclocked on your board (https://www.asus.com/rs/Motherboards/B150M-PRO-GAMING/HelpDesk_CPU/ ).
So here are the upgrades i would do:
-Get a 2060
-Get a new psu
-Get more ram
Later on you can save up money for that 7700k which you will overclock to get the best performance out of that i7.

K series CPUs cannot be overclocked on non Z series motherboards.
