What cooling system should I use for the AMD FX 9370

Definitely a better quality 240mm rad water cooler at the minimum. They definitely pull a lot of power, at full load a 9370 based system is drawing almost 330w which is about double that of an i7 or i5. Aside from a hydro electric power plant and ln2, the dual radiator water cooling would be your best bet.
It's a pretty damn hot CPU, I advised you go all the way to AIO liquid cooler setup, I recommend Corsair H100i. I used it for around 1.5 years and no issue and it OC'd 4790K like a boss. New version is available with the extra "GTX" nametag, but the only benefit for going with the new one is the new design, and around 1-2C degrees of temperatures. It doesn't worth the extra cost.
