What could be causing a bottleneck?

Hello, all! I have recently purchased an Acer aspire 7 A17 laptop, AND IT RUNS SO SLOW and seems to bottleneck/throttle while playing games. (Ex. FORTNITE LOW SETTINGS, 1080P. 100 fps but random hitching and lows of -30fps)
Also freezing and long loading times while doing basic computing tasks.
Specs
i5 8300h
Nvidia GeForce GTX 1050 4gb
8gb ddr4 2667 @ 2400mhz
1000
gb HDD

 
Solution
Would with an SSD if you’re running into that situstion. Could also be that you’re using more than 8gb ram and swapping to the hdd so another 8gb might help as well.
Ctrl+Alt_Del, Task Manager, Performance tab. Right-click graph and select Change Graph To.. Logical processors. Leave this up, maximize the window, launch your game and play. When you hit a slowdown, tab out and see if any of the logical cores are at 100%. If so, then the CPU is periodically getting bogged down and can't set up frames fast enough for the GPU to render. Can also quickly click on the GPU tab to see what kind of load is on it.

Well I noticed when the computer slows while gaming and web browsing is the disk is at 100%. Which is almost all the time. I tried following a few steps like disabling a bunch of system tasks, but nothing worked. Maybe it need a new hard drive?

So I actually did notice the CPU reaching 100% as well with some of the threads maxing out even while web surfing and during so the fps and the screen would freeze. Along with 100% disk as well.
