What could stop crash dumps from working?

I have an ongoing problem and thought I would go about solving it by asking this question. I'm experiencing crashes but I don't have any dumps for programs to look at.

I have crash dumps configured in the startup and recovery window and yet upon boot I get error 46 volmgr (Crash dump initialization failed!) in the event viewer.
