Question What CPU and GPU should I upgrade to for €500? (2019 build, 1080p ultra 144Hz)

I'd like to upgrade my GPU and CPU to be able to play the most demanding games at 1080p ultra 60+ fps. Less demanding titles should run at 144 fps on high/ ultra
I prefer parts that run fairly quiet and not too hot
What parts will get me the most performance for my budget without changing my MB? I'm open to buying used for better value.
With used prices, an R7 5800x plus a GTX 2080 ti would be in my price range.
I'm open to upgrading other parts if it would give me a significant performance boost.

Current build (no OC):
  • CPU - Ryzen 5 2600 (stock fan)
  • GPU - AMD RX 590 Sapphire Nitro+ 8GB
  • RAM - 2 x 8GB Corsair Vengeance LPX DDR4 at 2133 MHz (can be OCed to 3200 MHz)
  • PSU - Corsair TX650M 650W
  • MB - X470 Aorus Ultra Gaming MB
  • Monitor - AOC G2590PX 144 hz 1080p
  • SSD - 500GB Samsung 860 EVO
  • External storage - 2 TB WD Elements USB 3.0 drive
  • Case - Fractal Meshify C
  • Windows 10 OEM

Not sure the pricing, but from what I just looked at you can buy a brand new R7 5700X for less than you can buy a used R7 5800X.

The RX 6750 XT performs similarly to the RTX 2080 Ti, and again you can get it new for nearly the price of the used 2080 Ti.

You will need a good CPU cooler. If you're on a budget, the Thermalright Peerless Assassin 120 SE is good.
