I think the 9600k outperforms the 3600 by by a small margin, and that it has 100mhz more clock speed than the 3600, but the 3600 supports hyper threading, has 12 threads, 7nm and has much lesser TDP and the am4 socket, that means you can upgrade your cpu later on (hopefully 4xxx series will allow that)

I was in the same boat. I'm building a budget gaming pc for under 1k and I was torn. In games the I5 will tend to be a little faster than they ryzen. When it comes to multi tasking the ryzen will beat it hands down due to it have more threads and cores. I choose to go with my Ryzen 3600 because I got it on sale for $159 at my local store and my mobo (using stock cooler for now) was $130. The intel is running $199 right now and a mobo w/cooler about $130-180 depends on what you want.

So the price difference and being able to multi task better won me over. I vote Ryzen 5 3600.

Plus the newest 10th Gen i5 10600k retails for 262 usd a bit costly, so ryzen 5 3600 is a nice deal, and I paired it with a GTX 1650 super which serves me well
