What device can I use to allocate incoming bandwidth from ISP

I have been tasked with researching, purchasing and configuring a router or whatever device that can be used to control/allocate bandwidth. The device will feed into a watch guard firewall but I am unsure of what device can do this. The idea is to charge other clients for the ISP provision but have our own 100 m/bs bandwidth for ourselves. PLEASE HELP ITS MY FIRST TASK !!

The watchguard already has built in QoS and traffic management. https://www.youtube.com/watch?v=l1gtfdYM0cs and I can't make a quick summery on what to do as it will depend on the configuration (ideally per port).

We would prefer not to have our watch guard as the first terminal but rather have another device in place. Would anther watch guard suffice?
