That's the refresh rate, which would indeed be the maximum fps it can support. A 60hz monitor will display 60fps gameplay even if the game says you're running at 100+ fps.

144hz means you'll be able to see upwards of 144 fps on your screen. This will make movement seem more fluid (more frames per second). A lot of people recommend 144hz for FPS gamers for the fluidity, lack of choppiness, and reaction time. Do note that 144hz is harder for your GPU to achieve, of course.

depending on the monitor, there are ways to sync the output of the graphics card with the capability of the monitor.

144hz will be smoother if you can sync output with your monitor. Few cards are good for 144fps.
