I have a gtx 970 and an i5 4690k, I was wondering if I water cool these would a 240mm rad and a 120mm rad be enough to cool this and if I add another gtx 970 will it still be enough?
 
What is the purpose of cooling in general, and water cooling specifically?

It is to be able to extract extra performance from your cpu or gpu via overclocking.

That is not going to happen.
When you oc a 4690K, a decent air cooler will keep the cpu under 85c so long as you do not exceed a vcore of 1.30v.
If you need more than 1.30v to increase your multiplier another notch, you run the risk of damage.

On graphics, many GTX970 cards come with a decent factory overclock. If a single GTX970 is not enough, replace it with a GTX980 or titan x.
sli comes with some potential issues. If you do go GTX970 sli, you will have sufficient graphics power for 4k gaming.
Save your money on exotic cooling and apply it to that 4k monitor.
 


I am going to overclock if this is enough and also my gpu and cpu have bad coolers Im using the stock intel cooler which doesnt perform too good and looks bad. My gpu is the PNY GTX 970 xlr8 which has a blower fan which isnt good either I just want to water cool the gpu but since I am getting an h220x and connecting a ek 970 water block and a 120mm rad, the h220x has a cpu block on it
 


why would I buy a GTX 980 or even a Titan X I would be spending more and potentially be getting less performance and also dx12 is coming soon so I can stack my vram and get 8gb (or 7GB because of the vram issue)
