What do I need to play Arma 3 or battlefield 4?

I am coming into gaming Pc's, I have some knowledge and I've done A LOT of research but I'm still confused and over thinking things.

What sort of components would I really need to play these sort of games as good as either of the next gen consoles will:

1) load times
2) graphics
3) both online and offline

1) write/read speed of your storage device (7200rpm hdd is a good compromise)
2)good gpu + decent multicore cpu(gtx 660 and above + fx 4300 and above )
3)good internet connection + skilled teamates
