What do I need to upgrade?

Here's my issue.. When I run any recording/streaming software or a game like Fortnite; my CPU is always in the 70-90%. This doesn't allow me to do anything else. I want the ability to stream my PC games. I need to know what I need to upgrade. (yes I have done all troubleshooting and updated drivers ahead of time)

CPU: i5-7400 3GHz
RAM: 16GB DDR4
GPU: Ryzer 580

When I first purchased the PC it ran perfectly, but has gotten worse over time. I'm not as computer inclined as I would like to admit, so any advice/tips would be a godsend.

Make and model PC, age, condition?

Have you done any maintenance: cleaning, reseating cards and cables, checked for fan/air flow obstructions, looked for signs of thermal paste leakage?

OS?

Full hardware specs needed: motherboard, drives, psu.
