What do the specs on PC6400 DDR2 memory mean?

Hello,
I have an M61P-S3 motherboard in my computer and am looking at upgrading to Windows 7 64 bit. I eventually want to max out the memory which would be 8 gigs (since no one made any 4 gig memory cards). I am kinda vague about what the specs on PC6400 memory cards mean for instance 5-5-5-15 or 5-5-5-18. I am also curious about how fast a cpu I could upgrade to, mine is somewhere in the middle I think.

Those are the timings of the memory, or it's latency. The lower the numbers, the lower the latency, translating into higher speeds.
