My specs are:

Windows 10
CPU Vishera 8 Cores @ 4.0Ghz
16gb memory @ 2400mhz
ATI Radeon R9 Video Card
1000W power supply
Asus 990FX Sabertooth Mainboard

And this problem occur often and sometimes freeze computer.

I tried switch Windows's HD and problem persisted, the funny fact is, this happened once, but has stopped for almost one year, then lately started to happen again and now its completely freezing my computer, i have to hold power to shut computer off, or simply press Reset.
As you can see, the disc "2 / C" is 100% in use, but down there is 174Kbps (Read) and 444kbps (Write) and these are very slow rates to consume 100%.
I'm not sure how these rates works, but in my HD's physiscal label there is "Sata-II 3Gbps" inscription, shouldn't it transfer at this rate to reach the 100% usage??
My HD's transfer rate usually are 60MB/S, I don't know why but, trasfer reach 150 even 300 MB/s sometimes, not sure why it happens and i would like to know how to make HD work always on those speeds. I guess this is a Windows related problem...

Someone already told me to buy SSDs, but if "correct transfers speeds" aren't even working, i guess SSDs will not too...

Solution
Download the Windows 10 media creation tool and use it to make a win 10 installer on USB

Same motherboard, seemingly same CPU, same problem - try some of the suggestions:

Check power and data cables, make sure bios is set to AHCI not IDE.

If got to try another cable or even a different port on motherboard. Make sure chipset drivers are installed too.

Worst case is replace drive or motherboard

did you highlight entire link? this might work better

is it an ssd or hdd? If its a hdd, have you run defrag on it recently as Win 10 can run that in downtime.

can you run HD Tune Trial on the drive and show us the scores under health once it finishes am scan

hi Colif..

Well Its a normal HD.
Tried reinstall windows and the problem persisted, (100% disk usage) but didn't completely froze computer.
So, to be sure, i exchanged HD, to a new one and reinstalled Windows Again.
The problem still persists (but still not completely freezing). But it's terrible anyway, i use to run an Air Combat Simulator server on this computer and it generates freezin' situations with more than 10 seconds (here and for clients).
The fact is. Problem has started after Windows Update, and i don't have Windows's disc, i install directly from Internet (That makes me think that "YES" It's a Windows related problem.)
I'm also faced a "CRITICAL STRUCTURE CORRUPTION" BSOD while i was writing this (Never had that before).

The HD tune, there are lots of tabs there, which one should i use? "Scan Errors"?
If yes, i already did, took some time, but all squares are "Green" (No errors).
