this is my rig:

CPU: i5 4690
GPU: R9 280 Dual-X
RAM: 8gb Corsair Vengence 1600Mhz CL9
MOBO: Asrock H97M PRO4
PSU: Thermaltake Hamburg 530W

normal hdd+case

What do you think?
PS: I can't spend one cent more

Looks good however PSU looks kinda crappy. Also, if your main intention is play games I'd consider downgrading the CPU and upgrading the GPU to something with more power.

600 watts would future proof it if you want to upgrade the rig but as the build stands 500 watts will be fine.

The performance difference, between i5 4690 and the 4460 wouldn't be noticeable, except in some kind of CPU specific benchmark. The price difference isn't worth it.

I'll take an i5 4590 for 12$ more (than an i5 4460)

That isn't too bad. The 4590 turbo speed is higher, so it is worth the minor cost difference.
