What does It Mean by Recommended System Requirement and Minimum System Requirement

My Rig is more than enough of Sleeping Dogs
but still i get average 25-30 FPS on all settings maxed out
My spec :-
Processor :- i5 2400
RAM :- 8GB
HDD :- 1 TB seagate and 250 GB WD
Gfx Card :- GTX 660 Synergy Edition 2 GB
Monitor :- Samsung 1080p
Power Supply :- Corsair vs550

What does Recommended System Requirement Mean i can play Game on 720p on maxed out or on 1080p

My personal opinion when reading recommended system requirements is for medium settings at 1080p.

I like to think developers make their games to be played at medium/high settings and then only a small percentage to go the extra mile to play the game at ultra settings.

Solution
Minimum System Requirement is the specs your pc needs just to play the game (or equivalent performance parts). Recommended System Requirement on the other hand, is the specs recommended you should have (or better) to play the game on full resolution and get 60fps.

i am confused in that . coz i am getting average 30 fps in Sleeping Dogs all settings maxed out

It is supposed to be all maxed out and get 60fps on 1080p. But many times this is not happening. I have the same issue in some games too where I should have at least 50fps and I get 20 and sometimes down to 15.

After lowering some setting i get average 40 fps
 
I really don't understand this. Do you have problem playing the game at these settings? Are you satisfied with 40fps? If so leave it like this. Obviously it has to do with the settings and not with something ealse. I play far cry 4 and get from 15 to 45 fps no matter if I play on low or ultra.
 
The definition of "recommended" is fuzzy but I would not agree about it being 1080p ultra. Think Goldengoose's post above is much more accurate. I always view recomended as the minimum to actually be able to get decent (not great) eye candy and framerate.

your confusing me. Your computer has specific hardware. Now when you want to know if you can play a new game you fancy buying you do a check. you check if your hardware is equal compared to the minimum requirements. if they are equal you will be able to play the game on low to medium settins at good framerate(above 30 and below 60) . GO to systemrequirementslab.com and it will do the comparisions for you.
