I am new to pcs and I was wondering what the number after the graphics card meant like RTX 3080 for example what does the 3080 mean?

The numbers are kind of like a model number. The last two digits of NVIDIA give you a relative price/performance level. 30, 50, 60, 70, 80, 90. The lower the number the lower the price and performance (in general).
The first number(s) give you a generation number. 4, 5, 6, 7, 9, 10, 20, 30 ... The lower the number the older the generation.

The number is a designation. For example, the current product stack from NVidia goes from the 3070 (lowest price and performance), then 3080, then 3090 at the top end. The first 2 numbers represents the generation. 30-series is the latest, 20-series was the previous generation.

It's basically just a naming thing... doesnt really have much else to do with anything.

generally speaking of course, the higher the number the newer the card (Doesnt mean that it's good).

So, if you really want to thourghly know how good a card is, i recomend that you watch youtube reviews and comparisons.

personally, i use this site (https://gpu.userbenchmark.com). they're very good and compare many features including; fps in popular games, mark share and ability to render certain types of objects.

most of their benchmarks come from users so you'll be getting real world scenario's and not overpowered machines doing tasks that were built specifically for them

There are new model names after every generation.
gt 710, 730, 740, Gtx 750, 750ti, 760, 770, 780, 780 ti.

The Gt 710 is by far the worst, and the gtx 780 ti is the best in the generation. (By far)

700 series is the generation.

The 1050ti for example is one of the lowest end cards in the Gtx 10 series.

The Gtx 770 is better than the Gtx 1050ti.
770 is obviously a lower number than 1050, but the card still performs better because it is one of the highest end cards in the 700 series, and the Gtx1050ti is one of the lowest end cards in the Gtx 10 series.

And the Gtx 680 outperforms the 750ti by far. The Gtx 680 is the best card in the 600 series generation, and the 750ti is one of the lowest end cards in the 700 series generation.

And the 1080ti outperforms the Rtx 2060, and the 1660ti.

The 1080ti is benchmarked a lot. (If you search YouTube: 1080ti vs 2060, then I guarantee there will be a billion results)
