What does this fan control on my motherboard?

i need to go blow out all the dust but what does this fan cool in my t5500? Asking because it is really loud

Looks to be the Northbridge cooler. Could also be GPU. Either way, tiny fan, must spin at high rpm to move much air, this isn't going to be silent.

Is this fan necessary? Does it need to be there

Woudn't be there if it weren't necessary. It's there to keep that particular IC from melting.
