On the back of my Thinkpad a sticker says 20V = 6.75A/8.5A
What does this mean ?

That's not an equal sign it's the sign for direct current.
It means you need a power supply that can provide 20V at 6.7A up to 8.5A with the correct plus and minus orientation. (either + in the center or + on the sleeve)

I have been given a 65W power supply to use, but that doesn't seem the correct one.

While I get a 170W power supply is there any risk using the 65W? Actually, I have been using it for 3 weeks!

I can't know if there is any risk, in general it could be putting more pressure on the charging components but it always depends on how every laptop is build.

Also if it is only used for charging and not to actually run at full load only from the psu (with empty battery) then the laptop will be drawing a lot less power.

But unless you find a technician that actually opened up one of these and looked at the hardware everything is just guessing.
