What exactly does a "24/7 overclock" mean?

Kind of a noob question but

does a 24/7 overclock mean simply turning on your overclock settings 24/7 (even at idle etc..) or does it mean you are under load 24/7 while overclocking.

Because I've seen many saying certain voltage is dangerous for a 24/7 overclock but not quite sure what it means exactly. I'm aiming for a 1.4V for my Ryzen 2700x. Is it safe?

It means having an overclock that is stable enough to leave at that level all the time.

vs an OC level that is too far out on the edge, and is only good for that 30 seconds so that you can capture a screenshot of that magical GHz.
Then you turn it down to a respectable level that you can actually use.
