What FPS and setting should I be running AC 4 on?

I currently have:
AMD 8350
8GB RAM
Nvidia GTX 760

At the minute I seem to be getting FPS like 30 with V-Sync turned off. After searching the internet some have said that installing Direct 3D Overrider and forcing triple buffering and forcing V-Sync gave them vastly improved performance on simmilar rigs to mine (60 FPS)

I am almost sure I have all the latest drivers installed for my GPU, what can I do to solve this? De-Frag my hard drive or maybe sweep my old drivers?
 


I am using:

Ambient Occlusion: HBAO+ (High)
Anti-Alliasing: TXAA 2x
Environment Quality: Very High
God Rays: Low
PhysX Particles: Off
Reflection Quality: High
Resolution: 1920x1080
Shadow Quality: Very High
Texture Quality: High
Volumetric Fog: On
 


Using the optimal setting with and without the Direct 3D Overrider seemed to give me even worse FPS that before, dipping below 30 and peak 40.
 


With EVERYTHING at lowest setting I get solid 60 constant. When I put environment quality to very high and texture quality to high I seem to get a constant 50.
 


I have turned Direct 3D Overider off, V-Sync is off in the settings and it is set to "Use the 3D application setting" in the nVidia control panel. I have a 60 Hz monitor if that helps in any way.
 


Very nice. I'll try messing around with triple buffering and adaptive V-Sync and see if that helps at all. Seems to be very badly optimized. (Also some people are reporting FPS improvments when they progress past a certain area, the area I am in now)
