Order 66 is right, but what he didn't tell you is that, as well as being less expensive as the RTX 4070, the RX 7800 XT is also 7% faster according to TechPowerUp's GPU database. That makes him even more right when recommending the RX 7800 XT. 😉

I don't the 7900xtx has issues. the 7900xtx is out of the OP's budget so it doesn't matter.

I thought mentioning it at all was more relevant to giving the OP a perspective on the "nearby" GPUs closest to his ask:

The 7800XT is more than enough for 1440p. Your main concern for GPU, beside cost, would be utilization. Do you care about raw performance or fancy lighting? If raw performance, 7800XT. If fancy lighting (in some titles), 4070.

Disregard "bottle necking." Components are so powerful these days that it's irrelevant. This is coming from someone who used to be obsessed with the term.

Use pcpartpicker or any other wattage calculator to determine your necessary PSU wattage and add 50-100 to it for head room. I hope this helps.
