(I am referencing the two leading models of GPUs which are the 1080ti and the RX580)
For pure cooling performance, the MSI Seahawk is the best option, it includes an AIO 120mm rad with an ok 120mm fan. (Which I would recommend upgrading to the NF-F12) Sadly, this cooling solution is only available for the GTX 1080ti, GTX 1080, GTX 1070, and the GTX 980ti. EVGA also offers a hybrid card which is quite popular, it's called EVGA SC2 hybrid gaming which has the same rad/fan specs as the Seahawk. Other than that, for the Nvidia side, Strix cooling is very good and very quiet, (I own one) The FTW3 iCX by EVGA, and the AORUS Extreme are all very good.
