So, I found a heavy discount for a Vega 56 from sapphire at 300$, at 350$ there is the msi 1660 ti, with should I buy ?

OKAY. No issues. Then try to get the Vega 56 GPU model from sapphire, instead of the 1660 Ti. Just make sure you also have a compatible PSU with you, to power any of these 2 cards. Which CPU are you using ? And on what screen Resolution you plan to play games, 1080p, 2K etc. ?
Don't buy any GPU at this time of year. Just WAIT for a few more weeks, since NVIDIA and AMD both are going to launch next-gen GPUs, the RTX SUPER series (which is basically just a refresh though), as well as the mainstream AMD NAVI GPUs. These might be worth looking into, IMO.
 
The RX 5700 it will be 400$ and the rtx super are just 20 series refreshed for 2020 just like amd did wiht the 400's in to 500's (like you said) so no, I wont wait. And the rtx future is just not worth the money, the dxr will be on the next amd cards and it will be much more better than rtx, and the rx is more expensive than a new vega 56...

Well, the monitor I have now is an BenQ GL2440. I'm planning to get ether an gaming 1080p g-syn compatigle (also free-sync) or an ips monitor for better picture quality and other things for content consumption, like YT and other streaming platforms. Yep. I'd highly recommend their Pulse model. I'm in the UK and bought one a couple of weeks ago for £270 delivered. It has sufficient cooling headroom to allow you to try your hand at overclocking if you want to. And the fans don't start unless the GPU temperature exceeds 55°C, so it's silent for general desktop use.

I've only had mine for just over a week but I'm blown away by the performance for the money, especially if you overclock it. Mine's within a whisker of beating Sapphire's more expensive Nitro+ model and still maintains safe operating temperatures with only slightly increased fan noise.

I'm not getting any of the coil whine a few others have complained about with this model, although some have said this may come down to the quality of your PSU. I have the revised Corsair RM750x. It has very low output impedance and that may help prevent anything immediately attached to it from electrically ringing.

tl;dr - Get one. They're great!
