Question What graphics card should i buy under 18000

Guys plz help me what graphics card should i get

My PC specs 8gbram Intel core i-53470s
Right now my GPU is gt610 and i need a gaming gpu

GTX 10 series are very well but these rely on the budget.

RX 590 is also affordable and has better performance than GTX 1060 (about 260 US) but I have no idea about how "buggy" he is , I would stick with the GTX 1060 (MSI/Gigabyte/EVGA/XFX/PNY..)
