I have just bought a 4k monitor to play fifa 20 in 4k. My gtx 770 super clocked can produce it but I do get the odd lag , Sluggish game play and cut seens /replays are slow and sluggish. What graphics card should I get to replace my gtx 770? Also I can play at 60 Hz as my new monitor can produce that refresh rate if I were to purchase a new monitor that will be able to produce 120 Hz would a more powerful gpu get me Higher FPS than the 60 Hz? Will upgrading to a Gtx 970 or 1070??

Getting the graphics card is probably the best thing to do first like you said. I'm not sure if I have bought the right monitor. Shoukd I have gone for a QHD monitor at 120-140 Hz to play fifa at QHD at higher Fps?? Then wait a couple of years for more UHD monitors with 144Hz become to become available along with new graphics cards??
Exactly. 4K monitors are yet not for good for gaming. They don't support high frequencies, and even if they support graphic cards are yet not that capable.

If you are using them for video editing, or watching movies they are OK. But gaming for now no.

In BF V with QHD monitor and GTX 1070 I am getting 70 to 100 frames per second with Nvidia recommended settings. My CPU is 9700K so pretty...
You can decrease the resolution to QHD or even HD and play. 4K is too high for 770, you can survive with 1070 in FIFA, but for FPS, you need at GTX 1080 and over. And also your CPU mainboard RAM also need an upgrade.

4K is still to much for our graphic cards and computers.

Your CPU has 4 cores 4 threads. If I was in your place I would think about a full upgrade. But replacing the video card, and then deciding seems the best method. 4K really needs strong GPU and CPU. Again reducing the resolution can be a solution for some time for demanding games.

When I run my computer (9700K and 1070) in 4K (Monitor allows it, not true 4K) the performance even with the lowest settings is bad. QHD is now the sweet point and will stay so for the next few years.
