[SOLVED] What happened to steam refunded cd keys?

Hello my friends, so i wanted to ask. What happens when a game is refunded on steam? For example gta 5 it gives you a cd key. When it is refunded is the cd key completely destroyed or is it used again in sale afterwards?

If they reused the key, that would be very easy to abuse. They delete the key, since it is very easy to just generate a new key in it's place.

So there is absolutely zero chance for a customer to receive an already given or used key.

Not if you buy it directly from them. If you go through the sites that sell cheap game keys, then yes you could end up with an invalid one. Even if you get a key that does not work from Steam, just contact their support.
