[SOLVED] What have I missed attempting fresh install via USB?

Replacing a 960 EVO 250GB with a 970 EVO 1TB, as a boot drive.

Here's what I've done:
Powered-down PC
Removed 960 ssd
Installed 970 ssd
Powered-on PC
Pressed F1 for Setup
Disabled "Fast Boot"
Set Boot Option #1 to UEFI: KDI-MSFT...
(Wouldn't allow disabling of options two and three, so...)
Set Boot Option #2 to M2: Samsung SSD 970 EVO Plus
Set Boot Option #3 to <same as #1>
Selected "Save Changes & Reset"
Put me back to "American Megatrends" screen where can only press F1 for Setu
 
Well that pic complaints about the CPU cooler (its fan) not being detected and says nothing about not being able to find a boot drive.

It's never given a boot drive error, which is why I've been confused. Is there a button I need to press that I don't know about to initiate it or something? Or, is the fan error keeping it from happening somehow?

It might just be a security feature of the bios, if anything is wrong it wont boot, it might have an option in the bios to skip this and boot regardless.
But you should still make sure that the CPU is properly cooled.

What cpu cooler are you using?
Have you made sure, cpu cooler fan is connected to CPU_FAN header?
Is the fan spinning?
Can you show a photo of your system with side panel removed?

Until you have sorted out cpu fan error issue, you won't be permitted to do anything other than boot into BIOS.
