I3 4130 3.2 GHz processor
Gigabyte Z97 Gaming G1 mainboard
DDR3 2400 MHz 8GB Ram
Which GPU I choose for the best perfomance or out come. Less bottlenecking full optimization.
GTX 1050TI or RX 470 [4GB]

The RX-470 is a bit more powerful than the GTX 1050 Ti in most games. You can Google "VS" and check out the comparisons.

choose the GTX 1050Ti, it's good and better than RX 470 in Games and Editing benchmarks (that doesn't mean that the RX 470 is not good for gaming or editing benchmark stuff) but the GTX 1050Ti is more likely the best
