I know that they were getting rid of AT&T and switching over to Google Fiber. My Question is if there using Google Fiber than who Is Google using to give internet to Starbucks since Google Fiber isn't available every where.

Probably ATT....:):)

Sometimes there is only 1 provider that can offer service and whatever ISP must buy the last mile from that provider. I suspect even att bought a bunch of connectivity from other vendors like verizon.

The starbucks thing said something about level3 being involved if I remember correctly. Level3 is a tier 1 ISP you just don't hear much about them because they do not sell directly to individuals or small business very much. They have huge amounts of their own networks in many cities and even international. Level3 is who purchased most of global crossing undersea fiber when they went under.

Still level3 likely purchasing some of the last mile from ATT in the areas that only telephone type wire is available.
