Question What is a good cheap Ram?

I agree. Ryzen does take advantage of faster memory. Dual channel is a good idea as well. 2x8gb of „fast” DDR4 memory (as fas as I've seen on PcPP) usually start from $65. In the $40-50 range, unless there's a sale going on, you'll likely find nothing.
If you trust, consider this, or getting a cheaper motheboard/case.

I would get 3200mhz or faster RAM for a Ryzen build. As far as cheap ram, the cheapest good ones I know of are G.Skill Ripjaws V Series and Team T-Force Vulcan. They should be in the 60-70 range. If budget is your concern you can get much cheaper B450 motherboards.

The only reason I am buying this motherboard is because of its built-in wifi capabilities. Other than that I think I'll stick to the ones I'm planning on buying because its price is similiar to the others and is better quality. Thank you for the 3200 mhz recommendation though. Also another question, If I did want a cheaper price, do you think it would be fine if I bought a used one on ebay?
 
Technically, RAM is one of the most druable components on a computer (some even have lifetime warranty), so I don't think Ebay is a bad choice. That being said, if the RAM does fail, you don't have the warranty to back you up.
 
Cheap is not good if it does not work.
Look for a ram kit that is explicitly supported for your motherboard.
Either on the motherboard ram QVL list or by the maker for your motherboard.

Such things as rgb lighting or fancy coolers are just marketing.
No heat spreaders are ok and is usually cheaper.
Look at crucial or kingston for them.

Ram is reliable and most will come with a lifetime warranty.
