don't really want to fork out all my money on a coolerWell for a asap answer it depends on a couple of things which you didn't list such as water cooled or fan cooler, and the case size matters for both.
Maybe if you give more info 1 of the experts may drop by.
If your Case can handle a watercooler radiator upto 360mm would be my thoughts, and then install a fan blowing on the Vrm's even on the Best Mobo for that CPU.

The FX9590 is a stupidly hot 220w TDP cpu. A 240mm AIO is the bare minimum to get one of these running properly.don't really want to fork out all my money on a cooler
Anybody who knows PC’s won’t want to touch an FX9XXX series cpu. The insane heat and power requirements added to the fact even a basic Ryzen setup will outperform them makes these a cpu to avoid.i only got it for a build to sell

What motherboard do you have? Only the very best and most expensive AM3+ motherboards could run these and even then people sometimes struggled to get them stable.
only really got it cause i got a great deal on it, the cpu and motherboard plus 32 gb of ram 1866mhz and an r9 290x for 100Ok at least that should work
