What is a good graphics card for Total War: Rome II?

My buddy wants to play the Total War games on max settings, and run it smoothly. He'll also likely play some Arma III and maybe a few other games. What would a good card for this be? We're looking at the EVGA 760 for $200 atm.

Or maybe even a Radeon R9 290 (Seems like extreme overkill to me).

get the gtx 960 is slightly better than the 760 and uses less power

He's thinking about getting the 4gb card though. The 760 he's planning on has 4gb GDDR5 256-bit bus vs a 960 with 2gb and a 128-bit bus.

At this point in time the 960 4GB version is the way to go. The 760 was a decent option at the time, but for anyone viewing now, just go with the 960.
