I plan on getting a gtx 1050 ti SC. I want to know what a solid 1080p graphics card option is that is better than the 1050 ti SC, but still less than $200. I looked online and it seems everyone agrees that the gtx 1070 is the best for 1080p gaming at 144Hz. I was wondering if there is a better option. If not, what is the best graphics card for 1080p under $200 that can get me the highest framerate possible.

Depending on the game. Most AAA games, you need GTX 1080 or Ti to be able to run ~144fps (or thereabouts) in 1080p gaming. Check out these benchmarks so you'll have an idea what the GTX 1070 and GTX 1080 can offer in terms of FPS on 1080p gaming: http://www.pcgamer.com/the-geforce-gtx-1070-review/

Notice that even the GTX 1080, in some games, cannot even reach 100fps (what more for the GTX 1070). If you have the budget for the 1080 Ti and can wait for the better non-reference versions to come out, then I would personally use that GPU with a 1080p/144Hz aiming for that Ultra MSAA all-eye-candy game settings at smooth 100++ fps on 1080p.

Otherwise, a GTX 1070 would suffice on those games but at a lowered detail setting to achieve ~144fps.

Can I get over 60fps at 1080p on a gtx 1050 ti SC? If so, what is the max fps it can achieve at 1080p?

Well that totally depends on the game, but for yoru high end AAA titles, no the 1050 will not get you 60+ FPS.
1050 is the minimum requirrement card, the 2017 low end card.

Can the 1060 run 1080p at over 60fps? If so, what is the max fps it can do?

The 1060 on average will get you 60fps at 1080p. What FPS it gets completley varies from game to game.

All of this informaiton of course is assuming that the rest of your system will not bottleneck.

Entirely depends on the game and your in-game graphics settings. Generally, a GTX 1050 Ti is good for entry-level 1080p gaming (i.e., definitely less than 60Hz / 60fps in AAA games on Ultra settings).

GTX 1060 or RX 480 --> 1080p / ~60Hz
GTX 1070 --> 1080p / ~100Hz+ or 1440p / ~60Hz
GTX 1080 --> 1080p / ~120Hz+ or 1440p / ~100Hz+
GTX 1080Ti --> 1080p / ~120Hz+++ or 1440p / ~120Hz++
