Question What is a normal temperature for a RX 580 Black Edition under heavy load ?

My RX 580 goes up to 75 degrees c. Is that normal and at what temp. would be so high it would cause damage ?

YES, that's a normal TEMP for the RX 580, while under heavy load.

Graphics card temperatures typically range from 30°C to 40°C at idle and from 60°C to 85°C under load. Most high end video cards typically have a maximum temperature between 95°C-105°C, at which point the system will shut off to prevent damage, and it will throttle down.

AFAIK, RX580 have a default 75C target temp. Although manufacturers could set it otherwise I guess.
So, what you observe is perfectly normal.
