What is broken!?!

Hello ladies and gents, I recently thought that my GPUs were broken but I replaced both and it is not the GPUs... I switched monitors and cables and display outputs, not that either. When i boot into windows there are alot of misplaced black yellow and pink pixles on the screen the screen freezes, crashes to BSOD, My mobo SHOULD tell me if somehting is wrong with the ram, cpu or mobo, but it shows no errors, anyone have any Ideas? I tried fresh install of window and wiped both HDDs and tried all PCIe lanes... any ideas? willing to post more info.

The pixles I talk about seems to be really bad artifacts going across the screen.

Are there any signs my CPU or mobo or other parts are causing this? Or that they're dead or fried?
