[SOLVED] What is broken

My Psu doesn't turn on when connected to my PC. It passes the paperclip test but once plugged into my Mobo it doesn't turn on. I even used a paperclip and plugged the CPU in and that worked. But once I took the paperclip out and plugged in the 24 pin connecter it didn't work. I tried this on another mobo and got the same results.
 
Solution
the PSU is dead.
The "paperclip test" is a misnomer it can only tell you that the PSU can power itself, as you see that information is of dubious value unless you know the limitations of the "test". in this case the paperclip is saying the PSU can power itself but cannot support any electrical load.
