There's no way to know if the gpu follows the standard but they should be. There is nothing to worry about.

You are complicating things with all these new threads. So looking at your other ones it looks like possibly a concern when you oc? Then still nothing to worry about. The extra power comes from the pcie cable.
 
 

Well this happened 3 days ago. I use evga precision x oc tool for overclocking . I was thinking lower temp with lowered voltage be better . I had evga set for 88 power priority 76 temp priority I had overclocked on core of 110+
I was playing tomb raider 2013 before playing on these settings 88 power and 76 temps with arkham knight batman .Batman is really good gpu stress test when I would get 150 fps in tomb raider I would get 45 in batman .I got into playing but found out game sucks alot power for these graphics. So I had some sort of bottleneck with batman arkham knight with these setting because after a night playing the game I had game freeze and then I could not get response from keyboard to get back to windows 7 ultimate desktop. So I figured the oc to much . I turned the switch off in back to reboot .So it now only wants to reboot loop on me . I have asrock extreme 4 mobo . So I hit my clrmos reboot option reboot loops still not sure why I had amd 6970;s in this pc before this 780 ti never had this happen with amd card where U clear your cmos and get reboot loop. Niviidia I know has weird issues . So I know its nvidia cause I just replaced my amd 6970's paiir for 4 yrs . So took pc apart removed the nvidia 780 ti gpu and the memory . I tested two memory slots in . Then I did all 4 memory ddr3 at same time no issues put nvidia card back in rebooted into windows 7 downclocked my oc to 90 CORE + overclock in evga . Played normally no issues on batman arkham knight . after a night of gameplay I felt confident this time I ran setting with 110 overclock core like before but with 100 percent power and 88 temps , I t runs fine at 76-77c contant cause I have to additional case fans blowing on card . brings temps to 76c and 77 c under load..
 
so if my card is at 105 percent tdp Im drawing 262 watts right and the max would be 300 out of the thriee 8pin 150watts 6 pin 75 watts 75 slot = 300 watts . Would I have a total of 300 watts from these sources? so when I show tdp 262 now I can still got little more right? 780 ti 250 watt card .overclocked at 1134 tdp 105percent times 250 =262 watts
