Question What is causing constant stuttering when I play valorant in my newly built PC?

My monitor is 900p @60hz dell.
MSI H310m PRO VDH
i5 9500
8GB DDR4 2666mhz Single Channel Stick
Intel UDH 630 IGPU
Ant Esports VS500L 500W PSU
Western Digital 1TB HDD [50GB used out of 931 GB]
Every time I play Valorant, my game stutters making it an unplayable experience. It runs fine in custom gamemode where no other player is present. But, when I play deathmatch it stutters during a gun fight, or when turning around to load a new image. It usually starts up constantly stuttering but gets smoother as the game goes on in the case of deathmatch. But in other game modes like Comp or Unrated, the game is constantly stuttering throughout the entire duration of the game, making it totally unplayable.
My PC is well optimized, all drivers are fully updated. I even commanded the task scheduler to empty out the standby memory every 5 minutes. My PC's power plan is set to balanced. I have performed a full system reset, but still it does not seem to fix the problem. My CPU, IGPU, RAM, Motherboard, Power Supply are totally brand new. Just that, I am using a 2 years old HDD from my old PC. When I ran the crystal-disk software, it said that the status of my HDD is good.
My temps while playing Valorant is -
60 degrees C on the CPU,
35 degrees C on the HDD.
My two suspects are,
The aging HDD [which was tested to be running fine in crystaldisk] and,
CPU and IGPU bottleneck [My CPU as 6 cores at 4.4Ghz and using an IGPU, when Valorant is a CPU bound game.]
If anyone can help me out, I will greatly appreciate it.

Weak graphics - is the main reason. Get a discrete graphics card.

Other things, that could improve performance -
upgrade to 16GB dual channel ram,​
get SSD for your system.​
Thank you for taking the time to help me out. I appreciate it. By the way, will a GeForce GTX 1050ti be a good GPU for this built? I would go for a GTX 1650 Super, RX 570, or GTX 1660 and those better mid-range cards but GPU prices currently are in the sky.
