[SOLVED] What is causing my CPU temperature to be different?

Hi, I recently built this computer a few months ago, and my games should be able to run older and new games smoothly. I am consistently stuttering and rarely see smooth gameplay. On League of Legends I stay consistently around 80~ FPS until effects pop up, and depending on the effect I hit around 15~. The parts are pretty much new and only the storage and the GPU are older. I am stuck. If I can just find out what is causing me this problem I can fix it. Also, there is not much difference between low settings and ultra settings on these games. They all still cause me to stutter and lag.

Here is my benchmark and my build.
MSI B350 TOMAHAWK (MS-7A34)
AMD Ryzen 7 1800X
Nvidia GTX 1060-6GB
G.SKILL F4 DDR4 3000 C15 2x8GB
Corsair CX650M

The BIOS is updated and reads 55C idle, but my software reads 75C consistently, why is this? My coolers and fans are all on, yet I think that it might be a CPU temperature problem that is causing my computer to run slowly.
 
55 idle is very high. Technically speaking BIOS temps will always be higher as the power of the CPU isn't as "regulated" in a sense at that point.
But 55 is still high.

Try reseating the cooler with new thermal paste first.
Softwares aren't always accurate, and it can sometimes just be a programming fault, or a fault between your MB and Software etc.
 
I expect to see 10-15c. over ambient at idle.

  1. Is the cooler tightened down evenly? Tighten evenly, a bit at a time in a crosswise pattern.
  2. Did you use too much paste? A small rice sized drop in the center will spread out under heat and pressure.
  3. Is the cooler getting adequate airflow?
What is your case and fan arrangement?
Try taking the case covers off and directing a house fan at the innards.
If that fixes your problem, look to case cooling solutions.
4. Have you overclocked? Perhaps the voltage is too high causing high temperatures.
See if backing off the OC fixes the problem.

I'm sorry that I forgot to mention that I have a Kraken x62 AIO cooler.
  1. Yes, when installing I made sure to seat and tighten the cooler evenly one at a time with help.
  2. I used the paste that came with my Kraken x62 cooler and nothing else.
  3. I am using a NZXT S340 Case so I have one fan on top, 3 in the front, and 1 in the back along with the cooler and made sure that it can breathe.
  4. I have overclocked once but I reversed it a while ago. But I'm definitely gonna try to lower the volt to see if it would work.

I thought it was weird because the first time I booted the PC, the temperatures were wayy colder, 35 would be idle, and I haven't moved or touched it. I only installed a new GPU and a PSU.
I'll try it but I will need to get some new thermal paste.
 
35c. is more like it.
What might have changed?
Liquid coolers can have pump malfunctions or coolant blockage.
Okay, so I took out my cooler to inspect it to see. There was actually pieces of tiny wings and dust stuck inbetween my cooler and my cpu. Turns out, it was just external blockage. I quickly cleaned everything out, applied thermal paste, and it works just fine.
