[SOLVED] What is causing my low frame rate?

Corsair TX850M Power Supply
MSI Z370 Pro Carbon AC
Intel 8700K Processor
Seagate 12TB hard drive for gaming
Samsung 970 Pro 512 GB
EVGA Geforce 2080 TI (bought back in February)
Corsair Vengeance DDR4 16GB
I have the latest video drivers. I have the latest windows updates. It is giving me low frame rates on jedi fallen order, call of duty modern warfare, red dead redemption 2, and anything else.
 
Solution
I just checked my pc and the total amount of volts my pc is using around 12v. Something is wrong here, it can't be the motherboard, it has to be the psu, or a faulty gpu. Since you are able to run it with a 2080 and not a 2080 ti, I'd suggest that their isint enough power going to the gpu. Or it could even be a cpu issue as the mobo could not be working properly and therefore not giving enough power to the cpu, hdd/ssd, RAM, fans, and other components. Here's to stuff to help:

I took out the 2080 ti and put in the 2080 and the frame rate jumped up. I put the 2080 ti back in and it seems to be running fine. I ran 3dmark the first time it was like 2000 and then the second time was 12000. I contacted EVGA technical support. They seemed to think that it's a power issue. I'll take the 2080 ti back out and put the 2080 back in and run for a day and see what happens. Is it possible that something is going on with the motherboard? Because the first problem I had was freezing but it went away. Now the second problem that I am having is low frame rate while gaming.

I checked the power supply voltage in the bios under hardware monitor. It was displaying 12v the whole time. It never moved. I think it's the motherboard. I should buy a new motherboard. I have had this motherboard since December 2017
