Question What is Max Operating Voltage and Reliable Voltage? Help please

The only performance limiter that is bad is thermal.
Max Operating Voltage is when the gpu, through it's dynamic boosting(Gpu Boost), has reached the voltage limit defined by the gpu's onboard voltage regulator/vbios. Looks like it's 1.050v in the screenshot.
This is a hardware limit.

Reliability Voltage: Gpu Boost can't move up in the next step of the voltage/frequency curve because the gpu core won't have enough voltage to be stable at that point. So, for the next incremental 15mhz - or whatever the number is - the core needs more than 1.050v.
I think this one is a matter of silicon lottery.

These 2 performance limiters sometimes go hand-in-hand.
Again, the only one that spells bad news is thermal.
